Compusult Awarded Contract to Modernize Saint Lucia Open Data Portal
October 26, 2026
(Mount Pearl, Canada) - Compusult Limited has been awarded a contract by the Government of Saint Lucia to modernize and upgrade the country’s Open Data Portal as part of the Caribbean Digital Transformation Project (CARDTP), a World Bank-funded regional initiative supporting digital transformation across the Eastern Caribbean.
Compusult is working with the Government of Saint Lucia’s Ministry of the Public Service, Transport, Information and Utilities Regulation to redevelop the existing Open Data Portal into a modern, sustainable and interoperable platform for the publication, discovery, visualization and use of government data.
Compusult will deploy its flagship Web Enterprise Suite (WES) geospatial platform as the foundation for the upgraded Portal. WES is a comprehensive, standards-based platform that supports the management, publication, discovery, visualization and analysis of diverse data, including geospatial information.
The new Portal will support both traditional government datasets and enriched geospatial content, reflecting Saint Lucia’s evolving Open Data Policy and newly approved National Spatial Data Infrastructure (NSDI). It will provide enhanced search and filtering, interactive data visualization, automated data submission, and support for hosting, downloading and visualizing vector and raster geospatial data. The platform will also support established geospatial services and international standards, including Open Geospatial Consortium (OGC) specifications.
“This project represents an important opportunity to bring open government data and geospatial information together in a single, modern platform,” said Barry O’Rourke, President, Compusult Limited. “Compusult has decades of experience helping governments and other organizations manage and share complex geospatial information, and we are pleased to bring that experience and our WES technology to support Saint Lucia’s digital transformation objectives.”
The project will also transition the Open Data Portal to a secure, in-house hosting environment managed by the Government of Saint Lucia, supporting its long-term sustainability, reliability and security. Compusult will provide training, technology transfer and documentation to strengthen the Government’s ability to operate and maintain the platform, including capacity development within the Division of Public Sector Modernization (DPSM) and among stakeholders across many government ministries and agencies.
By modernizing the Portal and integrating geospatial information, the project will improve public access to government data, promote data reuse and transparency, support evidence-based decision-making, and strengthen national data management.
